Energy Efficiency Requirements: The New Regs & How to Conform for Edinburgh Landlords

18 July 2025

If you own or manage property in Edinburgh, big changes are coming to energy efficiency rules. The Scottish Government is overhauling regulations to meet net-zero targets and tackle fuel poverty.

Here’s what you need to know, the risks of non-compliance, and how to stay ahead.

What’s Changing?

New EPC System

  • EPCs are getting a major makeover, with a focus on real-world energy use and costs.
  • The new certificate will be clearer and user-friendly.

Shorter Validity

  • EPCs will drop from 10 to 5 years, meaning more frequent—and costly—assessments.
  • Only 29% of respondents agreed with this, but it’s happening.

Minimum Standards

  • Private rented sector (PRS) properties must meet a minimum EPC C-equivalent by 2028 for new tenancies, and by 2033 for all PRS.
  • Owner-occupied homes must reach this standard by 2033.

Heat in Buildings Bill

  • A new law is expected this year, setting clear targets for clean heating and energy efficiency.
  • Polluting heating systems will be phased out by 2045.

What’s New in the EPC?

New Ratings

  • From 2026, EPCs will show three new ratings: heat retention, energy cost, and heating system performance.

Fabric First

  • The heat retention rating (HRR) will be key, focusing on insulation, windows, and building fabric.

Exemptions Apply

  • If upgrades are technically unsuitable or too costly, landlords can apply for exemptions.

Consequences of Non-Compliance

Fines

  • Failing to have a valid EPC can result in fines up to £500 for domestic properties, and £1,000 for non-domestic.

Rental Restrictions

  • Properties without a valid EPC or below the required standard cannot be let to new tenants.

Reputation Risk

  • Non-compliance can damage your reputation and make your property less attractive to tenants.

How to Comply and Maximise ROI

Get an EPC

  • Book an accredited assessor to evaluate your property’s energy performance.

Upgrade Fabric

  • Focus on insulation, double glazing, and draught-proofing to boost your heat retention rating.

Switch Heating Systems

  • Consider clean heating options like heat pumps or connection to district heating networks.

Check Exemptions

  • If upgrades are impossible or too expensive, apply for an exemption – up to £10,000 is the proposed cost cap.

Stay Informed

  • Monitor updates from the Scottish Government and join consultations to shape future policy.

Action Plan for Edinburgh Landlords

Review Your Portfolio

  • Identify properties below EPC C or with old EPCs.

Plan Upgrades

  • Prioritise insulation, heating, and windows to meet new standards.

Apply for Funding

  • Explore grants and loans for energy efficiency improvements.

Engage Tenants

  • Communicate changes and benefits to keep tenants onside.

Monitor Deadlines

  • Mark 2028 (PRS new tenancies), 2033 (all PRS and owner-occupied), and 2045 (clean heating) in your calendar.

The Bottom Line

If you’re an Edinburgh landlord, you must act now (or very soon) to stay compliant and competitive.

New energy efficiency rules are strict, but they also offer a chance to boost property value and tenant satisfaction. By upgrading now, you’ll avoid fines, attract quality tenants, and future-proof your investments.
